I have the exact same amount in lines 11 and 12 of my 2018 1040 Federal Return so that they "cancel each other out" in line 13 (0). Is that normal??

Perhaps I'm not understanding something about lines 11 and 12, but it seems odd that they would have the same amount.

That's exactly correct.  The tax credit on this line is the portion that can only be used to reduce your tax liability to zero, meaning it's the nonrefundable portion of the credit.
