what do i do if my employer taxed me for a town i didn’t live in during the year but they refuse to correct it? when i got rehired i filled out my updated tax forms but my employer used my previous tax forms rather than the updated one and claims they have no record of the updated forms as well

You would need to file a city return for that town and apply for a refund.
There are some localities that tax you if you work there as well as localities that tax residents who live there.
TurboTax only handles certain localities, you may need to do the city tax return as a paper file.
i didn’t work there either though, i worked there the year before but they never filed my updated paperwork
As KrisD15 suggests above, you'll need to file a city return to get a refund of the mistakenly-withheld funds, even though you didn't work or live there.
