I receive income from VA Retirement system and they deduct VA taxes BUT I have moved to S.C.
they advised me to send letter telling them to stop VA taxes being withheld. However, they will not deduct S.C. taxes.
what do I do to get back the taxes already withheld and start the deduction for S.C.?

You file a part-year resident tax return for Virginia to get a refund of taxes paid there. For South Carolina, you need to make estimated tax payments quarterly to pay in your tax due. You will see an option to do that when you file your South Carolina tax return in TurboTax, on the page that says A Few things before we wrap up your state taxes:
