I needed to change the tax credit amount in my NY 2022 state return (Form IT-112-R (NJ) Resident Tax Credit). I opened TurboTax 2022, the one that I used back then to file 2022 taxes; pressed 'Amend a Filed Return' and chose the original return to amend.
I did the necessary changes that incurred adjustments only to NYS return (not Federal, not NJ). TurboTax ran the check and said that there is nothing to be adjusted, even though the NYS total tax has been changed. I tried to file the amendment electronically, but TurboTax said that it is too late. TurboTax gave me the updated NYS IT-201 form and IT-201-V form to pay the balance. Clearly, it did not generate IT-201-X form as is required by NYS.
What am I supposed to do now? To fill out IT-201-X form manually, by copying values from adjusted IT-201?
Did I do something wrong that TurboTax did not generate IT-201-X and did not even try to file NYS amended return electronically?

1. If you want to print your form and mail it in, you can. Mail it with tracking to ensure its safe arrival.
If the form is not behaving correctly, you can do it manually or wait until the amended system is updated and corrected.
2. You did nothing wrong. Biden passed a retroactive law in Dec that affects amended returns so the IRS and states are scrambling to fix them. Once the IRS gets theirs functional for that year, then the states can get theirs fixed, if necessary. It relates to disasters so states that had federal disasters from 2019 forward are being changed.
