State taxes owed can never be paid from a federal tax refund, Never.
In the File section of the program Step 2, you are given several options on how to pay the state taxes owed. Payment from the federal tax refund is Not one of those options.

State payment plans would have to be applied for from your State Department of Revenue website. You would need to file the state tax return and then apply for a payment plan on the state website.
You can e-file the state tax return and use the option to pay the state taxes owed by mail with a payment voucher. E-file the return and then do not send the payment, but Only if you apply for the payment plan and it is approved by the state.
we have our bank information set up with TurboTax I’m afraid to click any button and they automatically take the state taxes out of our account how do we continue forward filing without that happening and then obviously set up a one time payment for our state tax that are owed?
Go back to the File section.
Click on File on the left side of the program screen.
Revisit Step 1 and then go to Step 2. In Step 2 you can choose how to pay the state taxes owed. If you do not want Direct Debit from your bank account for the taxes owed, then choose another option.
