State Tax Refund Processing Fee

I am a non-resident of Indiana but have to file state Indiana income tax.  From Turbo Tax, it says I get a $18 refund, but then it says the Indiana charge to process a refund is $40.  Is there any way I can just forgo this $18 refund to avoid this processing fee?

The $40 is an e-filing fee charged by the state to e-file your return. You can print out your state return and mail it in for no extra fee. and get your $18 refund.
