Yes, you are correct about Publication 36. Since tax rules can be different for residents and part-year residents in some areas, it is worth checking the part-year resident rules as referenced below.
Next, to make sure the right tax effect is being applied, double-check the input.
When entering details about part-year residency, it is useful for the 2019 tax year to enter the state where you lived December 31, 2019 last.
If this was not how the details were entered, delete the states and re-enter them.
Here is an article: How do I file a part-year state return?
For your reference, here are the 2019 IT-203 Instructions for part-year residents.
according to the motley crew page 5/9 social security is not taxable in 37 states and new york is listed as one of the 37 states. my question is "is social security taxable on new york tax individual tax returns for 2019"?
thanks

No, Social Security benefits are not taxable on New York State individual returns.
Please see this NYS website.
P.S. I was answering your second question. As for your first question, some pension in NYS are taxable. Therefore, you have to indicate the source of the pension to show that it is nontaxable:
When you enter that you are a New York state resident, after you enter your 1099-R for the NYS & Local Employees Retirement, there will be a series of screens. One screen will ask you to Select Your State.
When you select New York, the next screen will ask "Where is this distribution from?"
This will give you the opportunity to select one of the options that is not taxable. Check this, fill in the boxes at the bottom as necessary, and this should remove this pension from NYS.

I am a Hawai’i resident and a military retiree. Hawai’i does not tax military retirement but TurboTax Deluxe has me not only paying taxes to the state but applied a $95 fine for not having money taken out of my monthly checks from DFAS.
i think I am addressing an error in TurboTax but they don’t provide a method to raise issue with them. I hope you have access to TurboTax to get the issue addressed. If not, I will have to do my taxes manually this year or go to another service.
if you are over 70 1/2, this may be a penalty for not taking your Required Minimum Distribution.
