My friend lived in CA from January to September without any income since he just graduated from school in May, then he found a job in Nevada and moved to Nevada in October the same year. Does he need to file any state income taxes for CA or NV since he has no CA income and NV does not have state income tax?

No. If he did not have any income from any sources while a part-year resident of CA, then he will not have to file a CA part-year resident state income tax return.

Additionally, if he changed his permanent residence to NV in Oct, since NV has no state income taxes, he will not have a NV state income tax filing either.
