Unfortunately still having a problem downloading the state tax form. When I finish the federal tax section and move to the state section, the screen says; "For $40 we can finish your state taxes". If I select continue, it takes me to a credit card billing page. If I saw "No thanks", I get another screen that asks again if I want to finish my state taxes. If I select "Yes", the credit card page comes up again. If I say "No Thanks", then I get a screen that offers online help. I skip that and get to the "Review" section. Nothing seems to work to download the one free state tax return. I moved forward to the File section and chose "Print returns" instead of efile but that does not allow the download to begin either. The program seems to be forcing me to pay rather than providing the one free state download. Didn't have this problem with previous years TT.

I assume you are using the desktop software. First make sure you have the correct version of Deluxe. What does it say on your receipt or box?
Deluxe desktop comes in 2 versions--one that is Federal-only and one that is the Federal and State combo version. If you purchased directly from TurboTax, it should be the combo Fed and State version. If purchased elsewhere, it would be whichever of the 2 versions of Deluxe you chose.
So if you DO have the combo version, try this to see if it makes any difference. First run the "check for updates" and apply any updates. Then close TurboTax and restart your computer. Launch TurboTax and let it check once again for updates. Then open your return and in the top menubar (at least in the Windows version) click on ONLINE, and in the dropdown choose "Download state." Does it still ask you to pay for your included state? If so, here's to phone TurboTax Support:
