Should my state refund from 2017 be included in income since I itemized deductions in 2017?

It would appear that my state income tax refund from 2017 should be included as income since I itemized my deductions in 2017.  However I enter the amount when prompted by TT, but the amount does not show on line 10 of Additional Income worksheet nor does it calculate in my total income.  I think there may be a problem with the program?

Even when your refund is taxable, it may not be the entire amount. It depends on how much the deduction affected your refund or tax bill last year. TurboTax should have asked you questions about last year’s refund, and then calculate the taxable amount for you.
