If my employer already is withholding the proper amount of taxes, why is turbotax telling me that I owe the exact same amount that is already withheld? It is trying to make me pay those taxes again. What do I put down in the school tax form section to make this disappear because I have already paid them but the SD100 is required.

Be sure the amount paid for school taxes has been entered so that the software knows it has already been paid in instead of assessing it and assuming it is a balance due.
If you paid them on your W-2, then there should be a local or school tax section of the W-2 reporting the name of the school system or school district code, the wages earned for that school system and the amount of school taxes paid. Verify your entries on your Form W-2 to be sure they were entered correctly.
Many local school districts collect their taxes through the W-2s issued to the workers in those school districts. They collect the correct amount based on income and it is all reported on the W-2 and the return.
In particular, be sure box 20, of the W-2, is in one of these two formats:
SD####
#####
Where #### is the 4 digit school district number
The amount of School district withholding should be in box 19 of the W-2
