Which state do I live in? Since 2018, have lived in The Netherlands. I am also being asked to file a state tax return. I used to live in GA.

In the My Info section of the program for you personal information, where asked for your resident state, scroll to the bottom of the state list in the dropdown and select Foreign or US Possession.  Where asked if you lived in any other states, answer NO.
