Is it asking whether the "entering" or "leaving" CA beforehand was with the intent to establish residence? Really don't understand this questions.

It is asking if/when you established/relinquished California state residency. A resident id any individual who is in California for other than temporary or transitory purposes, or domiciled in California, but outside California for temporary or transitory purpose.

California residents must report and pay income tax on all of their income so the dates of residency are very important.
