Timing of Filing

I have a state refund which I want to use toward what I owe for federal.  Can I paper file the state return and the e-file federal once I receive the state refund?

Another way---e-file them at the same time.....but say you will pay federal by check.   You can wait to pay the federal tax owed until the April filing deadline.  That gives you time to receive the state refund you need in order to pay the tax to the IRS.

Through Turbo Tax, I was able to file federal electronically, specifying auto pay on April 15th.  By then, I should have the state refund.  I did not file state electronically to avoid the fee that Turbo Tax charges.
