State return not calculating correctly

When I downloaded and started the state return for ND, the taxes I paid into ND were carried over to the tax payment worksheet (line 9) but were not totaled up (line 14).  Therefore TurboTax is saying I owe significantly more than I do.  I deleted the return and restarted it and the same error occurred.  How do I correct this?

I was over 65 years of age and I am not required to pay PA Income Tax Is That Correct?

No, you are required to file a PA tax return if you have more than $33 of taxable income. That number again, thirty-three dollars.

You may not have taxable income. Social security and common pensions are not taxed. You may have interest, stock sales and other things that are taxable income.
