On line I it asks did you make any payments in 2020 that would require you to file Form(s) 1099? Does it means if I issued a 1099Misc to someone?

My guess is that it means if you had to issue any type of 1099 to anyone.

Also be aware that you need to use Form 1099-NEC (not 1099-MISC) for nonemployee compensation now.
