@Raytam , your post appear to indicate that you are using on-line version of TurboTax -- unfortunately I am not familiar with that version nor do I have access to the software to investigate.
In the windows version though , you can go to" forms mode' and work / enter the details in the F1116 worksheet. The bottom line of what TurboTax is looking for is the total amount foreign taxes paid to each income source country. Whether it is held at source or you paid / accrued directly is not as important ( other than for maintaining records and for meeting accounting requirements , in case of a challenge ).
I am sorry that I don't have a better answer --- perhaps one of my colleagues whom has familiarity with on-line would have better answer .

Thanks for the reply. I wish to make it clear again it is not online version. It is TT premier desk top.
In the above part of form there are two taxes. Taxes with held for interest and taxes paid for other taxes.
In the FTC interview there is not provision to input Withheld taxes ONLY Foreign taxes on other income' filed is there and any thing you put in there go to other taxes in the form.
