We live in MI and my husband received unemployment compensation from MI and Pennsylvania (he worked part of the year in PA in 2019). Federal taxes were withheld for both states and MI withheld state tax. It looks like PA does not collect state tax on unemployment income so our return is 0 due/0 owed. Do we have to pay state tax on to Michigan for the PA unemployment compensation? Our return in Turbo tax is looking like it's including it for that purpose.

If you were a Michigan resident when you received the PA unemployment, it is reportable to Michigan.
Do we have to file a PA tax return since the unemployment was paid by them?
No, because Pennsylvania does not tax unemployment. If there is no other PA income, you have nothing to file there.
