I worked in PA & live in WV. Using TurboTax in the "Credit for Tax Paid to Another State" section I'm in a continuous loop answering questions. Help!

WV and PA have a reciprocal agreement. No PA state taxes are withheld or due and you do not normally need to file a PA return. But WV will tax you on your PA income.
If PA taxes are mistakenly withheld, you then have to file a return, for PA, to get a refund. WV will not give you a credit. You should ask your employer to stop withholding so you don't have to file a PA return every year.
If there was no PA withholding, in the personal info section of TurboTax, when it asks if you made money in another state, answer NO, per the reciprocal state instructions, on that page. This will prevent TurboTax from thinking you need to file an PA return.
