Oklahoma Form 511 is an Oklahoma tax return. Since you are a resident of Oklahoma, ALL your income is taxable by Oklahoma, regardless of where you earned it. So you must file a Oklahoma tax return.
Your income from Arkansas is also taxable by Arkansas.
So therefore you have to file a tax return in both states.
You won't be double-taxed, because OK will give you a credit for the taxes you pay to AR.
In the personal info section of TurboTax, enter OK as your State of Residence, and indicate that you had Other State Income from Arkansas.
Then, complete your non-resident AR return before you do your home state OK return, so that the credit flows properly.

The Oklahoma resident, filing a joint federal return with a nonresident civilian spouse, may file an Oklahoma return as married filing separate.
