Are you sure it is asking for the state ID and not the zip code?
Please revisit the 1099 and check the numbers.
KrisD15, thank you for your prompt response. I finally figured it out. On my 1099R from Vanguard, there is a Payer's State Number field. I thought I imported this form but I may have done it manually. The last two digits were not there. So by going back to wherever I entered Vanguard income, I was able to add the two digits there. And then I was able to file my taxes.
So now I can close out this question. Not sure I know how to do that but will try.
