The filing and payment deadline has been extended to 10/16/2023. I live in Santa Clara county, which is one of the impacted area. I did some initial filing and I do owe taxes, so would it mean that:
1) I can wait until 10/15/2023 to file and pay for BOTH federal and California taxes?
2) I can still use TurboTax to do them electronically and I won't be warned by TurboTax and won't need to pay any late penalties? I'm asking this because I see that TurboTax is still reminding me that the deadline is 04/18/2023.

The article definitely applies to Federal taxes. It is not usual for the payment date also be extended, usually just the filing date. But this case is rare, For CA taxes you need to contact the state offices to see what their policy is. Usually with your Federal extension you get a state extension, but not a payment extension. Unless you file for an extension with turbotax they will not know that you have until October to file your taxes.
Both the IRS and the California FTB have extended the tax filing and payment deadlines to October 16, 2023, for California residents in counties affected by the winter flooding and mudslides.

Same here - TurboTax still says "You can schedule the data to make your tax payment, however, it must be received by the IRS on or before April 18, 2023 to avoid any penalties."

While we hope to have the fix/solution in turbotax soon, would like to confirm with the automatic extension from IRS/FTB, there will be no interest/penalty as long as we file/pay by 10/16 right?
