e file for state tax for 2019

If e-file for the 2019 tax season expired on October 15, 2020, why is it that at the bottom of printed state tax form (DC) reads "PLEASE KEEP FOR YOUR RECORDS. DO NOT MAIL"?

Is this printed on all of your state tax forms or just one particular form?

Thank you. I figured it out. The statement was only on the first page. I mailed the DC taxes.
