I am in the process of amending my federal tax returns for 2018 and 2019 to add two 1099-MISC forms to my returns. The only box filled in on my 1099-MISC for both years was the nonemployee compensation box (Box 7) - no other boxes had information in them. The amount of compensation was $6,000 and $8,000, respectively.
My question is, do I need to file an amended Maryland tax return for these two 1099-MISC's?

Yes, you need to report that income. You will amend and add the 1099's to your federal income tax and then the amounts will carry through to the state return. This will change both federal and state returns and both will need to be signed and mailed.

I have amended the federal returns for 2018 and 2019, but only my state return for 2019 showed that I have to pay an additional amount. Is there any reason TurboTax would not show that I owe additional state tax for 2018?
After you complete the federal interview for the changes then you need to recomplete the state interview again completely so it can update.
