why didn't turbo tax file local taxes for Pennsylvania?

TurboTax doesn't prepare Local Earned Income Tax returns for the State of Pennsylvania. You would have to file the local return on your own.

In addition, here is a PA.gov link that has a full list of local Tax Collectors by District that you can choose from  http://dced.pa.gov/local-government/local-income-tax-information/local-income-tax-collector/

I don't think TurboTax wants to keep track of what rates apply to each of PA's 2500 municipalities (city, borough, or township).  The return is all of one page unless you need to attach schedules from your PA state income tax return.  They would need to be mailed in, though some companies allow you to file the return through a web interface.

Right...nor does Tt want to handle local returns for most of the other states.
