I worked remotely in Pittsburgh, PA for a few months for a CA company. Boxes 18-20 are blank on my W2.
1. Do I need to file a local earned income tax form (CLGS-32-1) for PA?
2. If so, is the locality Pittsburgh City or Allegheny?
3. Is the "gross compensation as reported on w2" box the wages earned in PA for box 1? W2 box 18 (local wages) is empty.
4. Should box 10 "total local earned income tax withheld" equal box 19 on the W2 (local income tax) or equal box 2 (federal income tax withheld) plus box 17 (state income tax)?

Yes, since your employer did not withhold city tax, you are required to file and pay EIT.
If you reside in the City of Pittsburgh, select Pittsburgh.
In general, you can use the Box 1 amount as gross compensation for the city EIT.
The local tax withheld is the Box 19 amount.

I was confused about whether it should be "Alleghany" or "Pittsburgh" because the county Pittsburgh is in is Alleghany.
Sorry, you would choose Pittsburgh - the county would be if you were not in the city proper.
