Oregon Kicker hidden or missing

I can't figure out if my kicker is applying or not. The instructions don't seem to work form last year's similar question. I don't see why this has been made so complicated, in previous years it was instantly obvious . This year, no questions about the kicker. No line item on the form. Help!

Oregon Kicker hidden or missing

The Kicker is issued only every two years. It's not available for 2020 (see below) so there were no questions in the interview about it.

 

Please see "Oregon surplus credit (ORS 291.349)" on page 118 in the Oregon Instructions.

 

The Oregon surplus credit, known as the “kicker,” is a way for state government to return some of your taxes to you when revenues are more than predicted. Every two years, the Oregon Department of Administrative Services (DAS) determines whether there is a surplus and the amount to be returned to taxpayers as a kicker. If there’s a surplus, the kicker may be claimed on the return as a refundable tax credit or donated to the State School Fund. The kicker credit is available only on the return for an odd-numbered year. If there’s no surplus, or if the tax year is even-numbered, no kicker is available.

 

No kicker credit is available for tax year 2020.
