Offered solutions do not work. Going to "Other Situations" does not work as initial data resulted in no underpayment penalty. When I go to tools, it does not offer option to delete form.
Can I just change entries in 760 C form? Other option?
If you are using the TurboTax CD/Download version, you can either make the changes on VA Form 760C or delete the form in Forms Mode. Please follow these steps:
Re 2021 federal and VA state tax returns, I entered on Turbo Tax Form 1040-SR my timely quarterly estimated federal and state tax payments. My second estimated 2021 VA state tax payment was on June 9, 2021 for $1100. However, TT is ignoring the date of my timely payment on June 9, 2021 and adding the $1100 to what I paid in estimated taxes for the third quarter, making it appear that I made no estimated payment for the second quarter and causing an incorrect form 760C to be generated. I tried going to Tools and deleting form 760C, but it keeps auto generating it in error. I do not use the downloadable form of TT, but the online version.
Update: I brought the issue to the attention of Travis, TT representative, by phone this evening. It is a software bug of some sort, now assigned Current Investigation # INV-18490. Should you experience the same or similar problem, Travis advised that when you call TT to report it or chat with TT about it, you provide this number INV-18490, so that the cases can be linked up. Depending on the cause of the software problem, Travis estimated it could take one day to one month to solve.

I've encountered the same on the CD / desktop version.
This issue (of 2nd quarter estimate tax payments being shifted to the 3rd quarter) has been confirmed and is being worked on.
I have exactly same problem. All my quarterly estimated payments were identical, and paid by required dates.
My underpayment penalty should be zero, and no penalty is reflected in line 24 on main form VA 760CG, in fact it shows Refund.
I think this 760C should not be required to be printed for me at all.
Can I just print VA tax and mail it without this problematic form 760C?
Sorry you’re having this problem too. Per Bill, Turbo Tax has confirmed the issue and they are working on it. I am hoping they get it fixed soon or at least by the filing due date. Maybe Bill will have an estimated completion date for us.

Thanks Bill. I followed the link and signed up for a notification when the issue is resolved. However, the problem is described in the link as affecting some people using the Desktop version. It is also affecting me (and probably others) who use the Online version. Why does the link specify just the Desktop version?
This issue is already reported on several posts in TurboTax Community forum, however due to the fact that only 3% of USA population reside in Virginia this problem does not seem to be high priority for TurboTax management team. They have only few really qualified software developers, but most of other developers introduce hundreds of software bugs every year. I suppose just 1% of Virginians who use TurboTax actually carefully examine final tax form that being filed. And only fraction of those to check are capable to understand calculations, so 99.9% of TurboTax returns containing Estimated Payments will be submitted to Virginia Department of Taxation with errors. It will take Virginia Department of Taxation 3 weeks to communicate this problem to TurboTax, and only then TT will attempt to correct software. Possibly thousands of taxpayers will be required to re-file VA taxes.
