Turbo Tax did not generate a New York State IT-1099-R Summary of 1099-R statement.
Due to my circumstances, I have to mail my NY states forms in and the instructions state that they must include a IT-1099-R form.

I have the same issue (must mail my NYS return), however the instructions state T_Tax will generate the IT-1099-R (when required).
Did you ever get any guidance on the form(s) NOT being required?
I cannot find any confirmation that they are NOT required in my circumstance (other than they just aren't there)

Without knowing what your circumstance is, I can't tell if you need to file Form IT-1099-R or not.
However, according to the Lines 72, 73, and 74 – Total New York State, New York City, and Yonkers tax withheld instructions in the Instructions for Form IT-201,
If you had New York State, New York City, or Yonkers tax withheld from annuities, pensions, retirement pay, or IRA payments, you must complete Form(s) IT-1099-R, Summary of Federal Form 1099-R Statements….
Submit … Form(s) IT-1099-R with your Form IT-201.

Thanks for the excerpt from the instructions, and we did have NYS tax withheld from our retirement pay, and hence it makes sense for the 1099-R to be required. My only frustration (I guess) remains w/ NYS itself: Isn't the 1099-R populated during data entry to Turbo Tax sufficient? -Rhetorical Question ;).

Because my 1099-R did not have any state taxes withheld I do not have to submit an IT-1099-R with the documents that I have to send with my IT-201. Correct?
You are correct. The instructions for the New York IT-1099R say that if you had no New York State, New York City or Yonkers withholding, you don't need to submit this form.
If your pension is taxable to New York and you are over the age of 59 ½ or turn 59 ½ during the tax year, you may qualify for a pension and annuity exclusion of up to $20,000.

I also need to send printed copy of NYS because it did not allow me to submit my Federal electronically
I did NOT get the 'Summary of Federal Form 1099-R Statements' to attach
Can NOT find even to print seperately
Can you clarify what version of TurboTax are you using?
I also have no choice but to mail the NY state return. TT did not generate a summary of federal form 1099-R statements. I tried to ask it to generate one or find a blank one with no luck in any of the search functions. Hoping you or another user found a resolution to share.

This is our third time having to send in FED and NYS forms due to one reason or another :(
...and I now feel confident in sharing what I have accepted regarding the 1099-R in NYS: It/ They are not required by default.
IF there are circumstances that occurred (Distribution taxes withheld from NYC and some surrounding areas; NYS taxes withheld by the distributing company)
THEN a summary will be generated by T_Tax, and that summary should be included.
For our first mailing, I was incredibly nervous that I couldn't get these generated, but by our third trip around the sun here, I have completely accepted the "File By Mail Instructions" that T_Tax generated for our NYS return:
• Second paragraph of What You Need to Mail starts out w/ "Do not attach copies of federal Form(s) 1099-R to your tax return"
• Further on it states a "Summary of Federal Form 1099-R Statements" are to be attached instead, and that these will be generated automatically when required.
So in summary, I have accepted that T_Tax will generate these summaries if they are needed.
