I retired in 2018 and (other than ivestment income) I have income from a NY State Pension (which is exempt from NY State Tax) and Social Security. I owe a penalty on my 2019 taxes for underpayment of NY State tax. I don't believe I have any way to put in for NY State Witholding, correct?
I realize I could make estimated payments but I'm sure I'll forget.

State taxes cannot be withheld from Social Security benefits. You could contact your NY State Pension administrator to ask about withholding state taxes even though it is not taxable by the state. Otherwise, your only other alternative would be to make estimated payments to the state.
