recently ,my chase bank account was hold by CA franchise tax board saying that i have an obligation to owe them money for my 2010 Tax return .
But i have done my filing using Turbotax online, but not able to view those tax return transcripts now in my login.
State asking me to send the transcripts ,if i have done so.

Why would your bank be involved with your CA state tax returns? Did you receive a notice in the mail from the California FTB?
What you are describing may be a scam so you need to verify why the FTB needs a copy of a tax return from 9 years ago.

TurboTax only keeps tax returns online for seven years so tax year 2010 would not be available.

Bank issued me a notification saying that they are holding the account till FTB levied the money from account.
now it is released and account is active again.
they have mentioned a Legal Order number and Date in the letter.
does that mean its a court ordered ?
I dont know about any mail received from California FTB, as i am not in US for the last 10 years,and living in india now.
I have the w-2 and Federal tax return transcript from 2010. but no records for state return except the email confirmation from turbotax saying that my state return is accepted.
is there any way turbotax can retrieve the transcript from archives for a charging fee ?
it would be really helpful for me to send fax it to FTB.

As stated TurboTax only keeps tax returns online for seven years so tax year 2010 would not be available.
You will need to contact the FTB concerning this matter.
