It depends. West Virginia has reciprocal agreements with both Virginia and Kentucky, so if you did not have taxes taken out to either Kentucky or Virginia, you do not need to file a tax return for that state at all. So, you won't need to file a KY return for sure. A reciprocal agreement says that even though you worked in KY, they will treat you like you worked in WV and not tax you.
You do not mention Virginia, but the situation is the same there. If VA tax was taken out of your income, you will file a Virginia nonresident reciprocal return and they will return all of the state tax you paid to Virginia. However, you will need these taxes back because all of your income is taxed in WV.
