I have a federal K-1 with values in boxes 1&2 (ordinary business income & net rental real estate income), so I entered as 2 separate K-1s (as I have in previous years). I then have a single NC K-1 with the combined total of boxes 1&2 from the federal K-1 on line 1. TurboTax wants info about "both" K-1s when I complete the NC data, so I entered 0 on line 1 for one of them, and the actual amount for the other. However, when I run the NC state SmartCheck, it says I have an error: "D-400 Sch S: Your return includes a Schedule NC K-1 that requires a calculation on the North Carolina Form D-400 Schedule S which has not been finalized. Do not file this return until this calculation is finalized in the upcoming release of TurboTax/North Carolina". When I check the status of D-400 Schedule S, it says it's available. I've checked for updates and am up-to-date. Is there still a release I need to wait for, and if so, when will it be available? If not, why isn't it taking the info I've entered?

I launched TurboTax this morning. There was an update that downloaded. Including NC update. Once, the update was completed, the issue went away. Thankfully.

Your link doesn't go to a page that we mere public mortals can get to.
Agree on the link issue, but more importantly, the TurboTax schedule I did find (before posting originally) said the NC D-400 Schedule S would be available Feb 24th. After the 24th, it says "available", but my problem remains despite processing all software updates.
I have had the exact same issue. I still have not figured it out and tax filing electronically remains pending despite feeling I have finished my state taxes.
Going back to original post - these are the questions that need to be answered to help us out.

Thanks for any help on this!
I'm having the exact same issue. No helpful information from TurboTax regarding it. TurboTax needs to provide an update on what is happening.
