My CA State return can no longer transmit after fixing an initial State/Fed rejection. Fed was accepted. What now?

I e-filed through TurboTax and my State/Fed returns were initially rejected due to missing 1095-A. I fixed the issue and resubmitted. The Fed return was accepted, but now the system will not allow me to transmit my CA State return, saying that a tax return had already been submitted.

I called TurboTax and they informed me it was a State system issue, so I called CA but they said they have nothing in the system. I believe that TurboTax is preventing me from transmitting my CA return, but customer service is unable to help me on the phone after multiple attempts.

What now?
