My 2015 taxes were itemized, do I need to include my WV state income tax refund as income for this year(2016)?

I am wanting to know if my state refund from last year needs to be listed as income on this year's tax refund

Yes, if you itemized deductions in 2015, you need to report your state income tax refund on your 2016 federal tax return.  TurboTax will then calculate whether the refund should be included in your taxable income for 2016.
