I'm not able to efile my MO return due to:
Returns with form MO-TC Miscellaneous Income Tax Credits are not eligible for electronic filing
Is this a TurboTax limitation or MO state efile limitation?
Are there any work arounds beside paper filing?

One reason that your state can't be efiled right now could be that your return could have a form that is not available for efiling right now. State and federal forms are released on different dates. You can visit the following TurboTax help article to see if any of your forms are currently unavailable.
If all your forms are available and you can check some of our common solutions. If your tax return can't be e-filed for some reason, TurboTax will let you know.
If your issue continues, contact us again and give us more details.
The form is available but I get a message that I have to paper file my Missouri return. What I want to know is this a TurboTax limitation or does the state of Missouri require the MO-TC form to be paper filed?
It does show that the MO-TC is unsupported for e-file in TurboTax. (see screenshot below)

Per the instructions on the Missouri website, the form must be printed and submitted with the return with no e-file instructions. See the link below:
Thank you. Appreciate the reference for the answer also.
if anyone know if this is just a TurboTax limitation I’d appreciate that insight also.
I believe it is a TT problem. Have been on the phone with the state, the charity, Intuit, and a professional tax prep spa friend. I believe Intuit has either dropped the ball or doesn't care and dumps the return in our laps. The charity has advised the only folks that complain about this matter are TT users; further folks that use another big tax prep software are able to efile and then mail in the MO-TC with the state provided document. Lastly, the tax prep cpa advises he is able to pdf attach the state credit receipt to the returns and then efiles the whole packet to Missouri. Sounds like Intuit doesn't care about offering a simple solution of printing the MO form for us to attach support and mail in the old fashioned way.
Additionally, the circular firing squad in Jefferson City creating a receipt and sending to the taxpayer to attach as support for a MO tax form to send back to Jefferson City is totally ridiculous. In spite of the ignorance of the process, I hold the "Premier" tax software product responsible for telling the paying customers to pound sand by blocking our ability to efile and mail in the supporting document required by the state.
Aggravated Rant Over.....
Looks like they still have not fixed it for 2025- paper forms and checks it is :(. Guess I'm gonna switch to H&R block or something for 2026 and Beyond... Your post was super helpful I.e. its not a state of Missouri problem but a turbotax problem.
So, is it correct that TT still does not efile the MO-TC form for Missouri returns for 2025? My Premier version came up with the message "Returns with form MO-TC Miscellaneous Income Tax Credits are not eligible for electronic filing" when I ran the Review check. However, when I proceed to the eFile screen, it has radio buttons active to select for both the Federal and the Missouri return. So, I wonder if I select "E-file my state return now" if it would submit the MO return including the MO-TC form. Or maybe on the next screen it will stop me? I would hope it would not submit the MO return and charge me if the MO-TC form is not included.
I think you will have already paid your $$ before it tells you. So last year I efiled the state without the proper form and immediately sent in a paper amendment with supporting documents. And the check I included with the amendment was short paid from the efile amount due by the matching amount of the credit.
I’m not sure if they’ve fixed it this year; I sent an inquiry be haven’t gotten a response yet.
I am still getting the "cannot efile" message. The program does display the message before you are charged.
Thanks for the responses. I did talk to someone at the MO Dept. of Revenue and he said that if the MO-TC form is e-filed to them, they can handle it. I got bold and selected the E-file My State Return radio button. Then, on a subsequent screen, it said it is a no-go that the state return would need to be manually submitted and it would not attempt to e-file the state return. At the completion of my filing, TT had a survey form about the experience, so I requested that they make the enhancement for 2026 to e-file Missouri returns that include form MO-TC. Also, suggested that they update the Help screen on the "Choose the Tax Credit" page concerning outdated eligibility dates and credit percentages. We'll see if anything happens. Thanks to all who have responded.
