I live in MD. MD intercepted my state return and sent it to DC. I lived in DC in 2016 and part of 2017. I lived in MD from May 2017 till present. How can I dispute MD sending my state return to another state for taxes claimed when I didn’t live in that state during 2018. A little all over the place so I apologize for the confusion.

you'll have to find out from DC what year they are collecting on.
Then, if you dispute, file a non-resident return for that year showing no income but Tax withheld (by MD).

If DC has a valid claim against you for 2017 (I missed that), it doesn't really matter that you were out of DC in 2018.

No Form D-40EZ is no longer available for use for Tax Year 2019 and later. Taxpayers who used this form in the past must now use Form D-40.
Mark1101 thank you for the link! I will go through the document and submit to DC once DC collections office returns my phone calls and emails as to why they requested the money in the first place.
