I just e-filed Federal and RI but MA is not eligible for e-filing, with no specific reason. Some clues:
1. TT did erroneously bring over double income from W2 (it added RI and MA from box 16) so I had to override this when asked if it was correct.
2. I did not have this problem last year, even though box 16 also had the same amount for both states and TT did not bring over double income.
My guess is that this is a TT bug for 2023-4, but would love a more expert opinion.

We would like to take a closer look at this to assist you.
In order to do this, it would be helpful to have a TurboTax ".tax2023" file that is experiencing this issue. You can send us a “diagnostic” file that has your “numbers” but not your personal information. If you would like to do this, here are the instructions: Go to the black panel on the left side of your program and select Tax Tools.
Here are the instructions if you are using TurboTax CD/Download:
We will then be able to see exactly what you are seeing and we can determine what exactly is going on in your return and provide you with a resolution.
Remember to come back and reply to this thread with your token number.
Thanks for the answer, but I did exactly what you described. I was forced to do an override because TT asked me "your income transfered from your W2 is xxxxxxx, is this correct?" and it was not correct, it was double, because in the W2 that was issued, the income is noted twice in the same box - once for each state.
SOLVED!
This applies only if your W2 income is "double stated" - i.e. the same amount for both states.
1. Complete tax return but only enter RI state income. This let's you e-file Federal and RI including calculation of tax credit for MA.
2. Delete W2 and re-enter but only enter MA state income. Tax credit for RI is automatically inherited.
3. e-file MA.
Hello, I'm having this same initial issue.
I need to file an extension so I can't use your solution until later. However, I'd like a few clarificastions on the solution once I file:
On bullet 1, By "complete" you mean submit and pay for both federal and rhode island before adding a massachusetts return?
On bullet 2, do you mean to then delete Rhode Island and then add Massachusetts to then e-file Massachusetts? Or do you mean now also delete federal?
I may just submit a paper return because I'm now wondering if this would somehow effect next year's return.
You should not need to jump through hoops. Your federal return lists all income from box 1 of your w2. Your resident state automatically gets all income. Your w2 has already gone to the federal and states - they know what it says.
In the program, when you go through the w2 state section, you have to be sure your nonresident state income is subtracted from the total or your resident state income will be too high.
For example: total income is $100,000
State A nonresident income of $60,000
State B resident on w2 says $100,000. Change it to $40,000. The total minus nonresident state.
MA may allow an adjustment as seen in another post of mine.
I'm not sure I like the idea of not copying the w-2s exact as they are. The other option then would mean I need to file, print it out, then mail it in. Neither of these options seem great.
Initially, it says it will give a credit from rhode island or whatever to offset the double taxation, but it simply doesn't. If I go through the prompts it does correct the issue and states the correct income for MA if I choose "yes" to say that question about double counting, but then I need to mail in my MA return.
