Legal residence

I moved September 2019 to a new state.  Worked there, paid taxes there, lived there.  Does it matter if I haven't changed my license yet?  I do not drive here at all and no rush to go through the hassle.  Am I still a legal resident then of this new state?

Can I vote here too, or does that go by license?

Legal residence

In your case, your tax home is where you usually work and earned the majority of your income.

You are a resident of the new state as this is where you work, live and have most of your social activity.

To vote in the new state, you'll have to change your address and your driver license.
