As I completed my state return, there is shows itemized deductions around 13k? I live in a state that has no cap on the itemized deductions. Why is this happening in Turbo Tax?

Residing in Arkansas. My primary deductions are real estate taxes, state and local taxes, donations.
As I was looking through it again, I did notice that the State and Local taxes are the difference between the total itemized deduction amount on federal vs state. I think that might answer my question

one other question...I am filing a non-resident state return for IL, and a resident for AR.
I paid $7,500k to IL and on my AR return, they "credited" about $6,800 of that amount and my refund amount is $0 for AR state. My understanding is the resident state will not refund you the "difference".
Now on the flip side, IL is asking me to pay $139 via check, although there was a $700 "overpay" basically (7500-6800).
What is the best way to handle this?
