I assume the kicker will be there, based on previous years of testing for it, but we in the Community will also have to wait with you until all the forms are available.
Aha! Being a recent(ish) transplant, I didn't realize until today that the kicker, like the State budget cycle, is on a two-year cycle, not annual. This DOR page (https://www.oregon.gov/dor/programs/individuals/Pages/Kicker.aspx) explains it very clearly.

For the benefit of those coming along into the discussion later, the assumption is incorrect; if triggered, the kicker is only available in odd-numbered tax years. See https://www.oregon.gov/dor/programs/individuals/Pages/Kicker.aspx.
The problem is that TurboTax gives no hint that there is something missing in the Oregon state return that results in the kicker not being applied. So an Oregon user unknowingly can complete and file their return without getting the kicker credit. I don't know how they can recover it without filing an amended return, if they even figure out that they didn't get it. TurboTax must fix this now or warn Oregon users of the problem. It seems like not a year goes by that I don't encounter a software problem with TurboTax.
This is not accurate. The kicker is based on the 2022 tax paid and is credited against the 2023 tax owed. As far as I can tell, though, TurboTax is no applying the kicker for some reason.
My last post was incorrect. TurboTax does apply the kicker. It’s included as a refund or credit in the state summary. I apologize for my hysteria.
I do not see the Oregon kicker applied, and I can't see the returns until I pay for the state return. I don't want to pay for it unless I know it is correct. Once I went through the kicker pages, the taxes owned number did not change despite a $924 kicker due.
I also do not see where my pre-payments from IRA distributions have been applied in 2023 but I see them in 2022 comparison chart. I don't want to pay extra to talk to someone to get the corrections done. Do I just go to another tax software and dump Turbo Tax?
It depends. Changing software is a personal decision for you to make as we are not allowed to make that decision for you. To claim the kicker credit.
