I live in Washington State and have home in California, which I am renting out.
Where I should read my income on this residential rental property from to determine if I should file California non-resident tax return ?
Is it 1040 Schedule E line 26 Total rental real estate and royalty income or (loss) ?

@Tomek just as you reported your rental income ( gross income, expenses, depreciation etc. ) on Schedule-E for the federal return, you do the same for California on the state's Schedule-E --- see -->https://www.ftb.ca.gov/file/personal/income-types/rental.html
along with a California Non/Part Year Resident return.
I am assuming here that you have established residency in WA ( closer connection ) as otherwise California may still consider you a resident whom is temporarily absent from the state.
You always work off of the gross rents received.

@pk I live in WA for last 11 years and just visit CA for one or two weeks per year to maintain the property; in some years not even that much or not at all.
I have income from this property, but after expenses and deductions (including depreciation and losses carry over from previous years) the net income is zero or negative (loss) and this is indicated on line 26 of 1040 Schedule E . So should I use this number ?
I do not see California state's Schedule-E in forms generated by Turbo Tax.
@Tomek assuming that you are using the PC version ( downloaded or CD) and with all the updates in place ( i say this because you said you do not the schedule-E shown in CA non-resident return ), I do not understand why not. If you can see the forms , the easiest way is to add the schedule in the forms mode while is CA state preparation mode, choose forms mode, then select California 540-NR forms tree in the left pane, then add a form, select schedule-E from the list of forms/worksheets. This should result in the schedule filled with the data from the federal schedule-E. Now you can go back to step by step in State return and go to entering the rental income etc.
Have not seen this issue before and can simulate this if you provide me some more details of the steps you took for the state return after you had prepared the Federal return -- any details would help because I do not understand how the schedule would not get pre-loaded if there was a schedule-E in the associated federal return.
@pk I found the CA states' Schedule E and I believe line 21 Income or (loss) I should rely on to determine requirements for filing 540NR. Thanks for the help !
Believe or not, my CD Turbotax Premier version does NOT print nor save to PDF the CA states' Schedule E while printing/saving all official forms for filing, but It does while printing/saving all documents and all calculation worksheets for my records
