inability to efile due to MO-TC

Why is it that the existence of this form in my return prevents me from e-filing the MO state return?

Missouri Form MO-TC can be -filed in TurboTax. That form is for Miscellaneous Tax Credits. MO-TC credits

If you are not claiming any of the credits on the form, you can delete it.
