Medical expenses are often not deductible on your federal tax return. That is because only the amount that is more than 7.5% of your adjusted gross income is deductible as an itemized deduction. Also, you need to be able to benefit from itemize your deductions, which is hard to do since the standard deductions are $12,950 (single filer) and $29,500 (filing married-joint.) Ohio uses the same deduction as you use on your federal tax return. So it is possible that your medical expenses weren't deductible in the first place, so reducing them had no affect on your state tax return liability.
