I was just informed that, as a nonresident who did not work in Wisconsin in 2018 but did receive funds from a pension, I did not need to file. In past years I have filed and received refunds from Wisconsin for federal and Wisconsin state taxes withheld. Can I still file or has the tax law changed? Thank you.

Yes! You can file a WI nonresident income tax return to get the taxes you paid in error to WI. If you are having WI taxes taken out of your pension, you might want to contact your pension administrator and have them stop so you don't have to file WI nonresident income tax returns in the future.

Note: The IRS has not finalized the 1040X amendment form. They're scheduled to
issue that form around February 14, 2019.
