If I am filing as a part time resident in two states, which state do I file with first?

For part-year returns, it does not matter.    If you are filing a nonresident return, you want to file that before any resident returns so credits can get applied properly.   A part-year return is a resident tax return, and it doesn't matter what order you prepare those in.
