Which state is not allowing the allocations? Usually it will prompt you to enter the New York/New Jersey amounts, not necessarily a percentage. @jtmpaul1

I was on a health plan with my parents who chose "no" when allocating policy amounts with another tax payer. Can I claim zero percentage for my SLCSP?
