I was successful in downloading the state tax but it did not run when click the start button. It went back to the downloading process.

This is a known issue with a workaround. Here is the article from Turbo Tax Help.

State Loop indicates TurboTax is "up to date" after updating but won't allow you to Install your state return

Resolution

:

1. Download the TTStateCleanup.zip file and save it to your Desktop or other easy-to-find location.
2. Double click to open the zip folder
3. Extract the contents of the folder to your desktop and open the extracted folder.
4. Right-click the downloaded file (TTCleanStates.exe) and select Run as Administrator.
5. Select your version  (Personal or Business)
6. select your state from the drop-down menu and choose Remove (if you're having problems with multiple states, choose  Remove all States).
7. Once the tool finishes doing its thing, close it and reopen TurboTax.
8. Follow the prompts to update TurboTax at the prompt – it should start downloading your state.
9. If not, click the State Taxes tab and download it from there.
10. If the fix-it fails, do this instead:
11. Uninstall TurboTax.
12. Double-click the CD or download file to start the reinstallation process with the following steps:
13. Click Next on the Welcome Screen.
14. Click I Agree on the License Agreement.
15. On the next screen, where you see the install location, select Browse and change it to the location where TurboTax was originally installed. Normally, it's something like C:\Program Files (x86)\TurboTax\Deluxe 20XX.
16. Click Install after changing the location.
17. Reopen TurboTax after installation and proceed to your state taxes.

Do you have the state clean up zip file for tax year 2014? The same thing is happening to me. I did my fed and state on 2014 turbo tax deluxe and I ordered a home and business because I needed it and it wouldn't let me purchase. It said I had to install the Home and Business and remove the other one but it would keep my tax file. It appeared to have kept it and transferred my fed information but not my state information (DC). So now I tried to start my DC state that's sitting there and it does the downloading state loop and then says software up to date but won't let me start state (that I already had completed and thought it would just transfer over).  So I need the clean up file that would let me reinstall the DC State since it was my free state and turbo tax doesnt even sell 2014 anymore. Please help!! I could potentially file my fed from 2014 Business and state from 2014 deluxe but my state would not have my self-employment business info transferred in, just W-2's.

I completed my federal without a problem, but it won't download the state Iowa.

Well, this workaround resulted in me having no TurboTax program files at all in my directory as the unnstall/reinstall failed.  I hope my US return file is still there!!

Went through the process 2.5 times before it worked.  Finally in business.  This was totally unnecessary,Mr. Intuit TurboTax!!  Thanks for the work around info.
