In that circumstance, you can print the return out, sign it, enclose a copy of your W-2 forms and mail it in.
Your interpretation might be ...off some. As far as I know...
If you want to e-file the IL state forms:
1) the state tax file must be e-filed from the same account that your Federal/IRS file was e-filed from
and
2) The state e-file must be either:
...2a) E-filed at the same time the Federal is e-filed (same as your statement) But there is an "Or"...
....2b) ....or...if the Federal is e-filed first by itself , the state can also be e-filed, but you have to wait until the Federal e-file has received "Accepted" status before the software will let you e-file the state forms.
You haven't explained your entire filing situation, but maybe you fall under situation 2b) and just need to wait for the Federal file to be accepted.
