I paid tax in DC, but did not live there. How do I get a refund from DC and apply it to the taxes I owe in MD? Your form doesn't seem to be able to do this.

You can't get a credit on your Maryland return for paying nonresident tax to DC. DC has reciprocity with every state, so you only pay taxes to DC if you live there. If you don't live there, you get them back. Because you don't have a DC liability, a credit to your home state is not possible.

You cannot get a credit for paying nonresident tax to DC on any state tax return.

You'll have 2 separate events- 1/ Get DC back, 2/ Pay Maryland.

You can complete the DC D-40B (Nonresident Request for Refund) manually, or through Turbo Tax. You can either schedule a payment to Maryland at a future date, or hold off filing until you get the DC money back.
